1258:

Provisions of Oxford issued

King Henry III of England, bankrupted by a venture in Sicily, summoned Parliament in the hopes of gaining a grant of funds. In return, he agreed to abide by a reform program devised by a royal commission; its report, considered England's first written constitution, is known as the Provisions of Oxford.
