Though he never actually used the term "Holy Roman Emperor" to refer to himself, he did govern and help shape the political entity that would be known as the Holy Roman Empire in the later Middle Ages. This empire, which generally covered the territory of modern-day Germany, was one of the most significant forces of the High Middle Ages.
